This was a memorial area (can’t remember for who) at Webb Park. Since it’s called Webb Memorial State Park it could be for Webb. I can’t seem to find out anything about who this Webb is…if it is even a person. Wikipedia had some information on the park but nothing that explained it’s name.
Once you walked up these steps and turned around, the second image is your view looking out towards Boston. If you look closely you can see the Boston skyline in the right corner.

Doesn’t it almost look like Spring in that photo. Well, it is Spring but it’s the first photo that actually makes me think Spring.
